Where you can't apply
The Coinbase Card covers the United States, the United Kingdom and thirty European countries, but its list of countries where the card cannot be used includes Russia, Belarus, Ukraine, Venezuela, Turkey, China, Hong Kong, Iran, Cuba and about a dozen more. It is not available in any Latin American country, even though the exchange does operate there. And there's a nuance that changes the comparison a great deal: in Europe and the United Kingdom the card works for spending cryptocurrency, but the cashback program was withdrawn from that region.

In the United States cashback reaches up to 4% with rotating rewards, but in Europe and the United Kingdom that program was withdrawn: the card there still works for spending cryptocurrency, simply without any cashback.
The real cost of using it — the currency-exchange fee and ATM charges — is not confirmed: the sources consulted contradict each other, with figures ranging from 0% to 2.49% on transactions abroad.
